The last training course, out of four planned, was held by Executive Committee of Izmail City Council in the framework of the large infrastructure project “Clean River”, in the field of intervention in man-made disasters in Odesa city. The training, which took place in the period August 15-18, 2022, was attended by specialists from Main Department of the State Emergency Service of Ukraine in Odesa Region and Odesa Regional State Administration. This event was aimed at enhancing the stakeholders’ awareness in intervention in emergency situations caused by man-made disasters in Danube Delta Border area.
One more training was conducted by Executive Committee of Izmail City Council, as the Lead beneficiary of the project “Clean River”, in the field of intervention in man-made disasters in Izmail city. The training, which took place in the period August 08-11, 2022, was attended by specialists from Main Department of the State Emergency Service of Ukraine in Odesa Region, Administration of Izmail Sea Port, Izmail District State Administration and Danube Hydrometeorological Observatory. This event was aimed at enhancing the stakeholders’ awareness in intervention in emergency situations caused by man-made disasters in Danube Delta Border area.
Despite the difficulties caused by the imposition of martial law in Ukraine, the Executive Committee of Izmail City Council of Izmail District of Odesa Region, together with other project partners, actively continue to implement activities within the large infrastructure project “Clean River”.
Thus, Executive Committee of Izmail City Council, as the Lead beneficiary of the project “Clean River”, conducted 2 trainings in the field of prevention man-made disaster in Izmail city. The trainings, which took place in the period July 11-14 and July 25-28, 2022, were attended by specialists from health care institutions/ hospitals, namely specialists from the CNE “Danube Regional Hospital of Odesa Regional Council”, CNE “Izmail City Central Hospital”, CNE “Central District Hospital” and CO “Izmail Emergency and Urgent Medical Aid Station”. These activities were aimed at enhancing the stakeholders’ awareness in prevention emergency situations caused by man-made disasters in Danube Delta Border area.

The training course for policemen was conducted in the period 19-21.01.2022 in Tulcea, Romania in the framework of the project “CBC-Safety – Prevention and Combating Organized Crime and Police Cooperation through Cross-Border Centers at the Romania-Ukraine Border” EMS ENI code 1HARD/4.3/2, funded by the European Union through ENI CBC Romania-Ukraine 2014-2020. The topic of the training was “Unconventional threats – source of insecurity of nations in the globalization era”.
The training was organized by the Partner 2 of the project Tulcea County Police Inspectorate (Romania). In frames of the project implementation, the Ukrainian partners – Executive Committee of Izmail City Council of Izmail District of Odesa Region, Main Department of the National Police in Odesa Region (Ukraine), as well as Lead Partner Tulcea Municipality (Romania) participated in the training.
The target group of the training was 15 police officers from Tulcea, Romania and 5 police officers from Odesa region, Ukraine. The training covered such topics as terrorism and crime in the age of globalization, international police cooperation, human security in the age of globalization, etc.
During the course, police officers improved their skills and established relationship between structures at the cross-border level. There will be 2 more trainings in Romania and 2 in Ukraine.

On December 11, 2019 the first information seminar of the large infrastructure project “Clean River” funded by European Union and implemented within Joint Operational Programme “Romania-Ukraine 2014-2020” was held in the small hall of Izmail City Council, Izmail, Ukraine.
The information seminar of the project in Izmail city was visited by the representatives of NGO, LPA, and stakeholders.
This event was aimed at presenting the main activities planned for implementation within the project; informing target groups and citizens about the implementation of the information campaign of the project, implementation of infrastructure works, purchase of equipment needed to maintain the infrastructure, etc.
The information seminar that was held in Izmail is the first from 10 planned to be organized in the cities: Odesa, Reni, Bolgrad, Vylkovo, Kiliia, Tatarbunary, Belgorod – Dnestrovsk, Artsiz, Sarata.

On October 4, 2019 Launching Conference of large infrastructure project “Clean river” was conducted by Association of Cross-border Cooperation “Lower Danube” Euroregion” together with Tulcea County Council in Tulcea, Romania. The project team of the Lead Beneficiary – Executive Committee of Izmail City Council together with stakeholders from Izmail have visited this event. Also the meeting of Association of Cross-border Cooperation “Lower Danube Euroregion” Speciality Comission for Environment and Exceptional Situations was held in the frames of the Conference.
On October 3, 2019 the project partners: Executive Committee of Izmail City Council, Association of Cross-border Cooperation “Lower Danube Euroregion” and Tulcea County Council with the stakeholders from Ukraine participated in Study Visit in Tulcea. This event was conducted in the framework of the large infrastructure project “Clean river” funded by EU within Joint Operational Programme “Romania-Ukraine 2014-2020” in Romania, Tulcea. The stakeholders from Ukraine were the representatives of Izmail City Central Hospital and Izmail district office of State Emergency Situation Service of Ukraine. Tulcea County Hospital, ISU Tulcea and waste water treatment plant were visited within this event. The modern condition of technical equipment, treatment facilities and practicies of their usage were demonstrated during the visit.
The Launching Conference of the project “Clean River” funded by the European Union and implemented under the Romania-Ukraine Joint Operational Program 2014-2020 was held on Saturday, September 28, 2019 in the conference hall of the Bessarabia Hotel.
The Lead Beneficiary of project is the Executive Committee of Izmail City Council in partnership with Odesa Regional Council, Association of Cross-border Cooperation “Lower Danube Euroregion” (Romania) and Tulcea County Council (Romania).
This event was aimed at the presentation of the project, the total cost of which is 4 353 696 EUR, of which the European Union contribution is 3 870 000 EUR and the contribution of partners is 483 696 EUR. The budget of the Executive Committee of Izmail City Council is 3 490 425 EUR (Co-financing – 399 329 EUR). Project implementation period is from June 29, 2019 to June 28, 2022.
It should be noted, that high-ranking representatives of foreign delegations from Romania and Moldova, as well as representatives of project partners teams from Ukraine and Romania attended the Launching Conference of the project.
Izmail city Mayor Abramchenko A.V. opened the Conference with a welcome speech and noted that “Clean River” is the largest European project to be implemented within Izmail city and district by the Executive Committee of the Izmail City Council and in which ECICC participates as the Lead Beneficiary. Also welcoming speeches were made by the President of Tulcea County Council – Horia Teodorescu, Deputy Head of the International Technical Assistance Coordination Unit of the State Investment Projects and Development Support Department of the Ministry of Economic Development, Trade and Agriculture of Ukraine – Tetiana Tytarchuk, Head of Project Monitoring Department of the Ministry of Regional Development and Public Administration – Nicolae Neata and monitoring / implementation officer of the Regional Office for Cross-border Cooperation Suceava Romania-Ukraine – Radu Hurjui.
Project Manager from Lead Beneficiary – Executive Committee of Izmail City Council – Stroia V.I. noted that the main purpose of the Clean River project is the prevention and exclusion of emergency situations caused by man-made disasters in sewage systems in Danube Delta border area. He also highlighted that construction, rehabilitation and modernization of 11,226 km of sewage network and 2 pumping stations are planned to be done in Izmail in the framework of the project. The project also envisages the purchase of equipment for the maintenance of infrastructure facilities in the amount of 498 057 EUR.
Representatives of the partners project teams, namely the Association of Cross-border Cooperation “Lower Danube Euroregion” (Romania) and Tulcea County Council (Romania) in their presentations mentioned the main groups of activities planned for implementation in their project eligible area. Thus, the rehabilitation of 1,114 km sewage network and 2 waste water treatment plants of Tulcea County Hospital is envisaged in Tulcea.
Also a number of “soft” activities is planned to be held in both partner-countries of the project, such as information seminars and debates in Ukraine and Romania, exchange of experience, implementation of a the Joint Cross-border Investment Euroregion Strategy, development of the implementation plan of the Strategy, and also the development and implementation of a Joint Monitoring and Alert System, the main purpose of which is to create a monitoring and alert tool that reflects the results of the research of the discharges, emergency situations, etc. from the border area of the Danube Delta – Izmail district and Tulcea county council.
On September 27, 2019, Executive Committee of Izmail City Council as the Lead beneficiary organized study visit and steering committee with the representatives of the partners Association of Cross-border Cooperation “Lower Danube Euroregion” (Romania) and Tulcea County Council (Romania) within the framework of the European large infrastructure project “Clean River”.
The kick off conference of the large infrastructure project “Cross-Border Health Infrastructure”, the grant contract of which was signed on March 25, 2019, was held in Izmail on July 19. The project is funded by the European Union within the framework of the Joint Operational Programme Romania-Ukraine 2014-2020 was signed. The project implementation period is 36 months (26.03.2019 – 25.03.2022).
The conference was attended by the Deputy General Secretary of the Ministry of Regional Development and Public Administration – Camelia Coporan, the President of Tulcea county council – Horia Teodorescu, the monitoring / implementation officer of the Joint Technical Secretariat of BRCT Suceava – Doina Turcu, director of the ACBC “Lower Danube” Euroregion” – Natalia Budescu. The Ukrainian side was represented by Izmail city Mayor – Andrii Abramchenko, project responsible Volodymyr Paviel, Deputy Chief medical officer of the Danube Regional Hospital – Tetiana Mitiukova.
The health infrastructure in Izmail city will be improved within the framework of this project through joint rehabilitation and endowment of 2 hospitals: the Central City Hospital and the Danube Regional Hospital.
The total budget of the project is 4 252 896.23 EUR, of which the contribution of the European Union is 3 780 000.00 EUR.
The budget of the Executive Committee of Izmail City Council is 842 415.76 EUR, of which co-financing is 92 907.76 EUR.
The budget of the CNE “Danube Regional Hospital” of Odessa Regional Council” is 354 060.43 EUR, of which co-financing is 40 060.43 EUR.

Activities for CNE of Izmail City Council “Izmail City Central Hospital” in the framework of the project:
– organization of the kick off and final conferences in Ukraine;
– participation in information seminars, trainings on telemedicine and hospital management;
– reconstruction of the premises of the children’s department for intensive care department;
– reconstruction of lighting system and replacement of existing lamps with energy-saving ones;
– purchase of medical equipment for children’s department, children’s resuscitation and laboratory;
– purchase of a mobile intensive care unit;
– purchase of equipment for telemedicine;
– development of a common health strategy in the region.
Activities for CNE “Danube Regional Hospital” of Odessa Regional Council” in the framework of the project:
– participation in the kick off and final conferences, information seminars, trainings on telemedicine and hospital management;
– repair work at the level of the surgical department;
– installation of 1 elevator;
– purchase of medical equipment (steam sterilizer, aqua-distillatory, computer tomography and endoscopic stand);
– purchase of IT equipment;
– development of a common health strategy in the region.
It should be noted that Izmail city has received such investments for the reforming the medical sphere for the first time. These funds will significantly improve the city’s health system, enabling it to meet modern European standards.
On June 28, 2019, in Bucharest (Romania), the Executive Committee of the Izmail City Council together with the Ministry of Regional Development and Public Administration signed a Grant Contract of the large infrastructure project “Clean River” funded by the European Union within the framework of the Joint Operational Programme “Romania-Ukraine 2014 – 2020”.
The Lead partner of the project is the Executive Committee of the Izmail City Council, the partners are: Odessa Regional Council, Association of Cross Border Cooperation “Lower Danube Euroregion” (Romania) and the Tulcea County Council (Romania).
The project was developed within the framework of the Programme priority “Support to joint activities for the prevention of natural and man-made disasters as well as joint actions during emergency situations”. Its main objective is the prevention and exclusion of emergency situations caused by man-made disasters in sewage systems in Danube Delta border area.

– Prevention of emergency situations caused by man-made disasters by improving the water sewage system infrastructure located in the proximity of Danube Delta Border area throughout construction, rehabilitation and modernization works of 11,226 km sewage network, 2 pumping station set up in Izmail city and rehabilitation of 1,114 km sewage network and 2 waste water treatment plants of Tulcea County Hospital;
– Enhancing the stakeholders capacity to prevent, monitoring and control of emergency situations caused by man-made disaster in Danube Delta Border area throughout implementation of joint cross border actions: setting up Joint Monitoring System, development of Joint Cross-border Investment Euroregion Strategy and common Capacity Building Program.
The total budget of the project is 4 353 696.00 EUR, of which the budget of Izmail city is 3 490 425.00 EUR (co-financing amount is 399 329.00 EUR or 9.17%).
The project also envisages the purchase of the equipment for maintenance of infrastructure, namely: diesel generator, hydraulic pump, hydraulic oil station, 2 diesel generators for welding, tipper with crane and manipulator, backhoe, 2 trucks for the amount of 498 057.00 Euro.
The project has been submitted for funding.
This project will allow Izmail city to improve the sewage system, which is one of the top priorities for today. Two sewage stations that are in poor technical condition will be rehabilitated. Moreover, the sewage network of the city will be expanded. An environmental aspect is also important, that will reduce the discharge of wastewaters to the Danube river.
The project “DACIAT – Improving the existing competences and developing new ones in the aquaculture and fish products trade sector” has started its implementation in Izmail on November 21st, 2018. The project is funded by the European Union within the framework of the Joint Operational Programme “Black Sea Basin 2014-2020” with the participation of Romania, Ukraine, Greece and Turkey. In Ukraine, the partner of the project is the Public Organization Agency for Sustainable Development and European Integration “Lower Danube Euroregion”.
The project aims at strengthening cross-border cooperation in the Black Sea area by stimulating exchange of experiences and good practices in order to increase/develop competences in aquaculture.
Project Specific Objectives are: to increase knowledge in the aquaculture sector in the Black Sea cooperation area; to increase competences of aquaculture businesses by exchange of experiences, transfer of good practices and capacity building actions; to increase the use of ICT technologies in the Black Sea cooperation area by creating an Aquaculture Virtual Centre of Competences (AVCC).
The expected results of the project are: Improved knowledge on aquaculture sector in all partner regions with strengths, weaknesses, challenges and development opportunities identified; Increased networking activities aimed at increasing aquaculture SMEs’ capacities; Increased use of ICT tools in the Black Sea cooperation area by setting-up an Aquaculture Virtual Centre of Competences; Enhanced dialogue between key stakeholders of the aquaculture system; Improved local, regional and national level policies in the field of aquaculture.
The total budget of the project is 682 883.57 Euro, the budget of the Public Organization Agency for Sustainable Development and European Integration “Lower Danube Euroregion” is 96 895.00 Euro, of which 89 143.40 Euro is funded by the European Union, and 7 751.60 Euro is co-financed by the partner.
The series of informational events are also foreseen by the project, the first of which was a dissemination event for stakeholders (representatives of fish farms and major sellers of fish products in the city and district, local authorities, etc.), which took place on June 27th, 2019, at Bessarabia Hotel.
The presentation of the project with its objectives and expected results, as well as activities planned during the implementation of this project was made at the dissemination event. The representatives of fish farms and representatives of major sellers of fish products of the city and district were invited to the event. The main challenges faced by the aquaculture business and top-level changes that are needed for business in this area were discussed.
In June 2019, an official letter was received from the European Union on the winning of two large-scale infrastructure projects, in 2 call for proposals within the framework of the Joint Operational Programme “Romania – Ukraine 2014-2020”, in which Izmail acts as a partner. So, in the city of Izmail by the end of 2022 two infrastructure projects will be implemented, which are aimed to develop transport infrastructure, and to fight against organized crime and police cooperation between the two countries (Romania and Ukraine).
The first project “CBC-Safety – Prevention and Combating Organized Crime and Police Cooperation through Cross-Border Centers at the Romania-Ukraine Border” is aimed at increasing citizen’s level of trust with 3 % in RO and 8 % in UA and security through improvement of the efficiency of cooperation between 3 police services structures from Romania and Ukraine in preventing and fighting against cross-border organised crime. The project partners are: Tulcea Municipality (Romania) – Lead Partner, Executive Committee of the Izmail City Council (Ukraine), Tulcea County Police Inspectorate (Romania), and the Main department of the National police in the Odesa region (Ukraine). The total budget of the project is € 1 443 250, of which ECICC budget is € 474 000 (the share of co-financing is 10 %). The project implementation period is 24 months.
Through the implementation of the project, bilateral relations between Romania and Ukraine, and primarily between police offices, border police and local police, are strengthened by sharing best practices and joint participation in capacity building workshops, improving investigation methods and testing information, as well as sharing experience in preventing and combating cross-border organized crime – trafficking in cigarettes, people, drugs, organs, weapons, etc. The project will lead to improved operational cooperation and data exchange with the goal of identifying and adopting measures to combat organized crime that affect the security of both countries.
This project includes the development of a joint plan with the terms of reference for a cross-border information campaign to prevent and combat cross-border organized crime. It also assumes the development and adoption of a protocol and a strategy for cooperation, as well as an operational action plan to combat organized crime.
In addition to soft activities, the project has an infrastructural component (€ 394 000). In the Odesa region, in particular, in the city of Izmail, the Cross-Border Centre for the Prevention and Combating against Organized Crime will be established at the address: 38, Soborna str., Izmail. For capital repairs of an emergency building, € 204 800 have been allocated. This centre will have valid rules, goals, responsibilities, and functionalities. The Centre will be a local civil service and will work indefinitely. It will be part of a network of centres established under the bilateral project, as well as regular meetings, trainings and cooperation with similar structures in Romania and Ukraine.
Also within the framework of the project, Izmail will introduce a citywide video control system (video surveillance), with the installation of ultra-modern SMART cameras. For its installation € 160 000 have been allocated. For Izmail city, the implementation of an automatic video surveillance system is the acquisition of a cloud platform for storing data on 144 TB (in Odesa – 864 TB), software for processing data on 225 channels (in Odesa – 2250 channels), a video monitoring centre for 4 monitors, which will display images from 15 existing cameras, and 23 cameras for video surveillance with recognition of license plates of type 2 (up to 120 km / h) and face recognition cameras of type 4 (but they do not work without a server).
225 channels of data processing software will be located in the monitoring centre, where images from 15 existing and 23 new CCTV cameras will be displayed. The entire video surveillance system is planned to be integrated into a single regional system of the Odesa region (access to cameras installed on the roads, in the Izmail district, at borders with other states, and also connected to the server for face recognition).
Second project “CBConnect-Trans – Developing a cross border inter-modal connection between Isaccea – Orlivka – Tulcea – Izmail” within the framework of the Joint Operational Programme “Romania – Ukraine 2014-2020” is aimed at improvement of accessibility in the Odesa (Izmail and Orlivka) and Tulcea (Tulcea and Isaccea) regions throughout increasing the population mobility systems in the project area by development of the multimode transport connections (road/water) and increasing 0.5 % of crossing on the crossing points in Isaccea and Orlivka. The project partners are: administrative Territorial Unit of the Isaccea municipality (Romania) – Lead Beneficiary, Orlivka Village Council (Ukraine), Executive committee of Izmail city Council (Ukraine), Tulcea County Administrative Territorial Unit throughout Tulcea County Council (Romania). The total budget of the project is € 2 297 548.41, of which ECICC budget is € 747 500 (the share of co-financing is 10 %). The project implementation period is 24 months.
The project provides:
• construction of a modern parking for small vessels (marina) of approximately 12 places – € 290 000 (including design estimates, and expertise) within the embankment of 4, Luka Kapikraian emb.; This is a construction in the form of reinforced concrete pontoons 2.4 m in size and 15 m in diameter with the help of special fastenings with integrated sliding inserts (it is regulated according to the water level in the rivers).
• overhaul of driveway to the Marine Station with parking for vehicles – up to 98 000 tons;
• the purchase of 2 vessels for regular passenger service, one vessel of approximately 30 berths and one ship for up to 10 berths – € 192 000;
• the total investment (infrastructure component of Izmail city): € 453 000.
Also, within the framework of the project, activities will be carried out to implement 1 general capacity building program to strengthen cross-border cooperation of 60 specialists in the field of transport. The program will include 4 trainings. An online survey will also be conducted in order to identify the state, needs and opportunities for building a strategy for the development of a domestic and cross-border transport network. A plan will be developed and a protocol of joint activities will be signed.
From June to December 2019, it is planned to develop and submit design and estimate documentation for the infrastructure components of both projects. The signing of grant contracts and the legal and actual start of projects is planned for the first quarter of 2020.
In general, these two projects are aimed at implementing the cooperation agreement between Izmail represented by the Executive Committee of the Izmail City Council and Tulcea County represented by the Tulcea County Council, signed in 2017. These projects will contribute to the development of the transport network, which is one of the priorities within the framework of European-Ukrainian cooperation. Thanks to the implementation of the planned infrastructure component, an increase in trade turnover, the strengthening of trade relations between Ukraine and Europe, as well as an increase in the number of tourists are expected.
The project on preventing and combating organized crime and police cooperation through border centres on the Romania-Ukraine border will ensure the dissemination of global best practices to combat illicit trafficking of cigarettes, people, drugs, organs, weapons, etc., and also increase public awareness of the measures to prevent the possibility of getting into a situation involving organized crime.
On December 13-14, 2018 representatives of Executive Committee of Izmail City Council took part in the Kick off meeting and Launching Conference in Varna within the framework of the project GreeTHIS – “Green tourism and historical heritage – a stepping stone for the development of the Black Sea Basin” in which Izmail is one of the partners. The overall goal of GreeTHiS is to promote the development of green cross-border historical tourism in the Black Sea Basin by promoting the know-how, climate adaptation technologies to historic and protected buildings, and promoting the transfer of innovative business solutions between countries. The project is aimed at researching energy efficiency adaptation technologies, for its use in historic homes and communities, conducting marketing research on green technology manufacturers / distributors, conducting a contextual study of the market potential of cultural and historical tourism, and developing a road map for green historical tourism of the Black Sea Basin. The project provides for energy-efficient modernization of Izmail historical Museum of the Danube region, namely the installation of a heat pump. It is also planned to replace the existing wooden windows with energy-efficient ones, while preserving the historical features of the building, and to improve the lighting by replacing the incandescent lamps on the LED.
The participants of the Launching Conference were representatives of local and regional authorities and non-governmental organizations. During the conference, the project partners presented the tourism potential of their countries (Bulgaria, Georgia, Greece, Romania, Ukraine and Republic of Moldova) and described the experience of their organizations in the implementation of other tourism and infrastructure projects, and the role, objectives and tasks of each partner within the project GreeTHIS – “Green tourism and historical heritage – a stepping stone for the development of the Black Sea Basin”.
Also during the partners meeting the following issues were discussed:
– development of calendar plan for the implementation of project activities;
– reporting;
– harmonization of materials for attracting the target audience to the project activities;
– discussion of terms and details of the infrastructure part of the project in Bulgaria, Greece and Ukraine.
On October 26, 2018, a grant contract was signed on the GreenTHiS project – “Green Tourism and Historic Heritage – A Stage for the Development of the Black Sea Basin” in which Ishmael is one of the partners. This project is designed for 30 months and is targeted on the development of cultural tourism as well as on the contribution of the strengthening of cross-border business opportunities in the field of tourism and culture. The overall goal of GreeTHiS is to promote the development of green cross-border historical tourism in the Black Sea Basin by promoting the know-how, climate adaptation technologies to historic and protected buildings, and promoting the transfer of innovative business solutions between countries.
The project is involved six (6) partners: the Union of Bulgarian Black Sea Local Authorities (Bulgaria), Cross-border Cooperation and European Integration Agency (Moldova), the Executive Committee of Izmail City Council (Ukraine), the Municipality of Orestiada (Greece), the National Association of Local Authorities of Georgia (Georgia), and Association of Cross-Border Cooperation “Lower Danube Euroregion” (Romania). Two local authorities, two associations of local authorities and non-profit organizations, two of the six Black Sea countries combine their efforts in implementing a number of measures to enhance the development of cultural tourism in the countries of the Black Sea Basin. GreeTHiS project explores opportunities for the development of cross-border green cultural tourism in the participating countries and beyond, providing a broad platform for the exchange of experiences and knowledge between operators in the tourism market, local authorities, owners of protected buildings and users.
The project is aimed at researching energy efficiency adaptation technologies, for its use in historic homes and communities, conducting marketing research on green technology manufacturers / distributors, conducting a contextual study of the market potential of cultural and historical tourism, and developing a road map for green historical tourism of the Black Sea Basin. An international green tourism platform will be created to protect the cultural heritage and adaptation of the climate, which will allow the tourism business to connect green producers and distributors, thereby facilitating cooperation between stakeholders, sharing ideas, experiences and know-how. The project will support local government in developing and adopting modern strategies for the protection of cultural heritage and adaptation of the climate; market operators and stakeholders in the tourism business and heritage conservation.
The project provides for energy-efficient modernization of Izmail historical Museum of the Danube region, namely the installation of a heat pump. On September 10th, 2018, the Grant Contract of the project “CULTOUR-BSB – Development of Sustainable Cultural Tourism in the Black Sea Basin” has been signed. The project was submitted in the framework of the Joint Operational Programme “Black Sea Basin 2014-2020” for the first call for proposals and selected for funding by the European Commission.
The project aims at joint development and promotion of the cross-border business opportunities in the tourism sector with an emphasis on the cultural segment of the market within the Black Sea Basin.

• Fences repairing 600 r.m. + restoration of wrought iron part;
• Pavements in the City garden 2000 sq.m., and outer perimeter 964 sq.m.;
• Public toilet repair;
• Planting of 20 new decorative trees – yew, Serbian fir-tree, magnolia, ginkgo-biloba, tulip tree, red-leaved maple;
• Installation of Wi-Fi zone.
Works on the improvement of the “City Garden” will begin in May 2019 and will be completed by the end of the year.

At this stage we are preparing new project proposals which will be submitted in the framework of the second call of the Joint Operational Programme Black Sea Basin 2014-2020” (EU) to different priorities of this programme: 1.1 Jointly promote business and entrepreneurship in the tourism and cultural sectors; 1.2 Increase cross-border trade opportunities and modernisation in the agricultural and connected sectors; 2.1 Improve joint environmental monitoring; 2.2. Promote common awareness-raising and joint actions to reduce river and marine litter.
On 19 – 20 of June 2018 the delegation from Izmail City Council headed by the mayor of Izmail Adrii Abramchenko has visited Tulcea County Council (Romania) and Constanta (Romania). During the working meeting with the Head of Tulcea County Council Mr. Horia Teodorescu the next plan of activities concerning pre-contracting procedure of documents’ preparation of the large infrastructure project “Clean River” was determined. This grant contract is planning to be signed in Izmail city approximately in the second half of August 2018.
On 20th June 2018 in the building of Constanta City Hall the meeting with the Mayor Mr. Decebal Fagadau has been held. In the framework of this first fact-finding meeting the mayors of two cities have confirmed their openness to cooperation, and the first concrete step in this direction is already jointly won cross-border European project in the field of tourism – “CULTOUR – Development of Sustainable Cultural Tourism in Black Sea Basin” in framework of Joint Operational Programme Black Sea Basin 2014-2020, which successfully passed the competitive evaluation stage and has already been submitted to financing to the European Union.
Andrii Abramchenko emphasized Izmail has given much attention to European integration and tried to introduce European quality standards in various spheres of city life. As reliable partners, the parties confirmed their readiness to develop and submit joint project applications within the framework of the second call of Joint Operational Programme Black Sea Basin 2014-2020 and other programmes. The Mayor of Constanta Mr. Decebal Fagadau invited Andrii Abramchenko in Constanta to the event (conference/forum) concerning the development of Danube regions.
Reference. In Constanta 284 000 people live and it is the 5th city in Romania by size. On the territory of the city the biggest Commercial Sea Port on the Black sea is situated.
On 27th of April, on Friday, Izmail City Council decided to take part in European Union’s projects in framework of Joint Operational Programme Romania – Ukraine 2014-2020. The projects were designed jointly by the participants from Romania and Ukraine. From Ukrainian side they are Izmail City Council together with CO of Izmail City Council “Izmail office of investments support” and СO of Odesa Regional Council “Agency for Cross Border Cooperation “Lower Danube Euroregion”. Thus, the city is going to submit the next projects for participation:
Also, it should be mentioned, that Andrii Abramchenko has noted Izmail is the only one city in Ukraine, which has been submitted the documents on participation in 16 projects, 4 of which have won and are on the stage of implementation.
On February 8, 2018 in Odessa city the presentation of Regional Energy Plan for Odessa Region was held.
This Plan is a document, which has no analogue in Ukraine; it has developed for Odessa region by Odessa Regional Administration in cooperation with consultants of USAID Project “Municipal Energy Reform in Ukraine”.
It defines the policy of the region, districts and municipalities in the field of energy efficiency and renewable energy; it also provides for synergy of efforts of the authorities at the local, district and regional levels.
The development and further implementation of the REP will allow significant progress to be made towards reducing inefficient energy consumption by 2022, increase the efficiency and diversification of energy sources, and the implementation of monitoring will increase the effectiveness of the integrated implementation of regional projects and programs.
The REP will link the national strategic documents with the goals and objectives set by the city of the region, including the Izmail city, according to the Sustainable Energy and Climate Action Plans. We remind that, on March 31, 2018, Izmail City Council accepted a Sustainable Energy and Climate Action Plan until 2030.
At the beginning of February 2018, the Executive Committee of Izmail city Council, received an official response from its European partners about the results of the call for project proposals which were submitted for consideration in the framework of the Joint Operational Programme “Black Sea Basin 2014-2020” on the first call for proposals.
As a result of the call for proposals under this cross-border programme of the European Union, more than 500 project applications were submitted from different organizations from the countries participating in this programme (Ukraine, Romania, Bulgaria, Moldova, Turkey, Greece, Armenia, Georgia), of which only 23 project applications were selected by the independent evaluation committee.
We would like to note that Izmail city (represented by the Executive Committee of Izmail city Council), as a partner, won 2 important projects on the priority “Jointly promote business and entrepreneurship in the tourism and cultural sectors” namely:
1. “GreeTHiS – Green tourism and historical heritage – a stepping stone for the development of the Black Sea Basin”:

General objective: To boost the development of the green cross border tourism in the Black Sea Basin by promoting know how and technology transfer between countries in the area of innovative technologies for climate adaptation and energy efficiency in historic and protected buildings.
Infrastructure component on the Ukrainian side:
Investment in the building of the Izmail historical Museum of the Danube region:
• Replacement of the existing coal fired solid fuel boiler with a modern energy-efficient 150 kW heat pump, which will provide heating and air conditioning of the building;
• Replace the existing wooden windows with energy efficient;
• Modernization of lighting, providing for the installation of led lamps
This building was described in the Sustainable Energy and Climate Action Plan of Izmail (SECAP) as a problem building (one of the city boiler-house supplies only this building), there are a lot of losses for heating of the building during the heating season. With this project we will be able to fulfill the obligations of the city undertaken on the implementation of the SECAP of Izmail, in our happy case, by attracting a European grant. The project also provides for other non-investment activities.
2. “CULTOUR-BSB – Development of Sustainable Cultural Tourism in the Black Sea Basin”

General objective: The project aims at joint development and promotion of the cross-border business opportunities in the tourism sector with an emphasis on the cultural segment of the market within the Black Sea Basin.
Infrastructure component on the Ukrainian side:
Implementation in Izmail of the investment project on the improvement of the “City garden”, namely:
• Installation of external lightning – 30 columns;
• Installation of new benches – 40 PCs.;
• Fences repairing 600 m + restoration of wrought iron part;
• Replacement of paving slabs in the Park 2000 sq. m., as well as on the outer perimeter of 964 sq. m.
• Repair of public toilet;
• Planting of 20 new decorative trees: yew, Serbian fir-tree, magnolia, ginkgo-biloba, tulip tree, red-leaved maple;
• Installation of Wi-Fi zone.
The project also provides for other non-investment activities.
For each of the projects, the Executive Committee of the Izmail city Council has a separate budget to finance its activities. Co-financing within its budget is only 8% of the total budget of the project, and 92% is a grant from the EU. These projects have been supported by the Izmail city Council, on sessions which took place in the spring of 2017.
It is planned to sign grant contracts (and start implementation) for these two projects – in May/June 2018. The implementation period of the project is approximately 24 months.
At this stage we are preparing new project proposals which will be submitted in the framework of the Joint Operational Programme “Romania-Ukraine 2014-2020” (EU) on different priorities of this programme: 1.1 Institutional cooperation in the educational field for increasing access to education and quality of education; 2.1 Preservation and promotion of the cultural and historical heritage; 3.1 Development of cross border transport infrastructure and ICT tools; 4.1 Support to the development of health services and access to health; 4.2 Support to joint activities for the prevention of natural and man-made disasters as well as joint action during emergency situations; 4.3 Prevention and fight against organized crime and police cooperation.
On 12th of December 2017 Grant Contracts for two projects were signed. Youth Public Organization “New European Generation” from Izmail is a Ukrainian Partner in both of them. The implementation of the projects has begun on the next day after the contracts’ signing. The term of their realization is 14 months. The projects are financed by the European Union in the framework of Territorial Cooperation Programme Moldova – Ukraine (EaPTC).
The aim of the first project – “Youth in Action” is the increasing of cross border cooperation between the youth from Moldova and Ukraine for popularization of sports and health way of life in their communities. In framework of the project it is expected to organize the Actions for experience exchange between Moldova and Ukraine; realization of seminars for the questions of sport politics on local and regional levels; modernization of sports field in Cahul and purchase of sports inventory for sports school in Cahul; purchase of 70 sport suits, shoes and sport bags and also 15 football, basketball and volleyball balls for Ukrainian sports schools in Reni and Izmail; organization of two cross border sports competitions on football, volleyball, basketball and table tennis, and also montage of 2 promo-videos. General budget of the project is 142 313, 00 Euro (127 370,14 from it is the EU contribution).
The next project is “Joint Opportunities in Business for Youth (JOBs for Youth)”. The general goal of the project is to expand the process of cross-border cooperation between the Republic of Moldova and Ukraine by the supporting of young people in creating innovative business activities with strong social and economic cross-border impact. The project provides improved access to 60 young potential entrepreneurs from both countries to information resources and consulting services related to the development of business plans and so on; participation of young people in 15 day training modules; organization of transfer of know-how of professional experience in business management as a result of 5 meetings with experienced business owners; development of e-business platform for online consultation and business plan development; organization of a cross-border forum for young entrepreneurs. General budget of the project is 263 535,65 Euro (234 546,73 from it is the EU contribution).
We want to underline, that development, submission and implementation of the projects have being made for the Izmail city with the help of Communal Organizations of Izmail City Council – “Izmail Office of Investments Support” and “Entrepreneurship Support Fund of Izmail”. The most part of projects’ actions will take place in Izmail.
In January 2018, project start conferences will be held in Izmail.
On 8th of November in Tulcea with common team efforts have been submitted two projects in frames of Joint Operational Programme Romania – Ukraine 2014 – 2020 to Joint Technical Secretary in Suceava.
The team has been working hard during the year on the development of projects, which covered healthcare and environment improvement areas, and has already submitted the following projects:
Project “Clean River” – the partners of which are Executive Committee of Izmail City Council, Odessa Regional Council, Administration of Danube Delta Biosphere Reserve, Tulcea County Council and Association of Cross Border Cooperation “Lower Danube” Euroregion”, has a purpose to make works in construction, rehabilitation and modernization of sewerage network in Danube Delta Border area.
Project “Cross Border Health Infrastructure” was developed with the aim to increase of medical services and its quality. The project includes rehabilitation and modernization of some buildings and departments of medical establishments, one of which is the hospital in Izmail city. The partners in this project are Tulcea County Council, Macin City Administrative Unit, Izmail City Council and Danube Basin Hospital on Water Transport.
Both projects have been submitted with all Annexes and accompanying documentation in accordance with thematic subject of Joint Operational Programme Romania – Ukraine 2014 -2020 – Common changes in the field of safety and security – and the established procedure for submitting the application forms.
In the period up to the 1st January 2018 expect the approval of the projects by Joint Management Authority and Joint Monitoring Committee. After approval the developed projects will be given on consideration to European Union. In the beginning of spring we suppose to sign the Grant Contract for implementation of the projects.

On October 6th 2017 in the conference room of Communal Organization of Izmail City Council “Izmail Office of Investments Support” was held the seminar “Opportunities of using the potential of local biomass for biofuel production in Odessa region” in the framework of USAID project “Municipal energy reform in Ukraine”. During the seminar, Semen Dragnev – consultant at PO “Renewable Energy Agency”, presented assess the potential of using agricultural waste as fuel, as an alternative to traditional fuels. In the Izmail district at the expense of biofuels can displace 27 thousand tons of equivalent fuel (equivalent to 27 thousand tons of coal).
To the celebration of Days of Izmail, which was held on 23-24 of September 2017, were invited delegations from Romania, namely representatives of Tulcea county Council, Galati county Council, Bucharest municipality of Sector 4, Ministry for Romanians Abroad, Chamber of Commerce and industry Romania-Ukraine, Association for Cross-Border Cooperation “Lower Danube” Euroregion”, General Consulate of Romania in Odessa, Agigea municipality, Tirgu Ocna municipality, National institute of Research-Development Danube Delta, Ukrainian Embassy in Romania and Republic of Moldova: Cahul municipality, Cahul district council etc.
The main official event of these days was the signing of an agreement between Izmail city (Ukraine) and Sector 4 of Bucharest municipality (Romania), which was in the Museum of Alexander Suvorov. The right to sign such an important document was provided to the mayor of Izmail Andrey Abramchenko and the mayor of Bucharest municipality Sector 4 Daniel Baluta. The ceremony was also attended by Ukraine’s Ambassador to Romania Alexander Bankov, Consul of the General Consulate of Romania Denisa Gabor, deputies of the Romanian Parliament Lucian Simion and Mirela Furtuna, Secretary of state of Ministry for Romanians Abroad Veacheslav Sharamet, president of Tulcea county Council Horia Teodorescu, also representatives from Tulcea, Galati etc.
The signing of this document became the next step in the implementation of numerous projects in such fields: economy and trade, attracting investments and creating joint enterprises, education, science and technology, medicine, sport, tourism and recreation, cultural and humanities, agriculture, energy efficiency and renewable (alternative) energy sources, ecology and environmental protection and other fields in which Izmail city is implementing projects together with partners from the European Union.
Also has not been bypassed the Information center of Romania, located in Izmail State University of Humanities, to which the Romanian delegation came in with a gift of the Ukrainian-Romanian dictionaries and many other books in Romanian language.
On Sunday, September 10th, 2017, on a working visit to Izmail arrived group of experts from PC “Kyiv regional center of expertise energy efficiency”. They will develop the project documentation for kindergarten No 33 “Teremok”, for which Izmail won a grant for almost 1 million from USAID project to improve energy efficiency in public buildings. During the visit, was made an audit of the building once again, special attention was paid to those places that are directly relevant to upcoming events on energy efficiency of buildings, namely: roof – where will be installed solar collectors for water heating and the basement – where will be installed ITP (individual thermal point) and will be insulate heating pipelines. Also wooden windows will be replaced with energy-saving windows and incandescent bulbs – to led. On the basis of the obtained data PC “Kyiv regional center of expertise energy efficiency” during a month will prepare the project documentation and submit to examination for confirmation, and next year will be the implementation of the abovementioned activities.
On 21-22 June 2017 in Izmail on the square near the House of Culture T. G. Shevchenko was held the official opening of the Sustainable Energy Days in the framework of the Covenant of Mayors, like the European sustainable energy week. The main purpose of the event is to raise awareness of local communities on modern methods of storage and efficient use of energy and greater involvement of renewable energy sources in line with European policy to combat global climate change.
Welcoming speeches were made by: deputy mayor – Sergii Batkilin, director of CO of Izmail City Council “Izmail Office of Investments Support” – Valentyn Stroia and coordinator of housing and energy programs of the Civil network OPORA – Natalia Vysikanets.
Then started a drawing competition on the theme of energy saving and energy efficiency, where children in their drawings reflected their own ideas about it. The best drawings were made by Anastasiia Maximova, Anna-Mariia Maximenko and Sabina Kovalenko which, as rewards received from CityKom store portable battery charger, which is charged from solar energy.
In the afternoon was held a visit to Izmail territorial center of social services where were demonstrated how they work in practice embedded renewable energy sources in Izmail.
On the second day at the conference hall of CO of Izmail City Council “Izmail Office of Investments Support” was held a seminar for OSBB on the subject “Warm credits” with the participation of representatives of Oshchadbank and Privatbank.
At the last stage of completion of the Sustainable Energy Days was held brain ring, which took place in the station of young naturalists among the students of the city.
In the future, in Izmail scheduled the annual Sustainable Energy Days, in accordance with the commitment made by Izmail by joining the European initiative “Covenant of mayors”.
Last week, June 15-16, 2017 by the invitation of Mr. Horia Teodorescu, the President of Tulcea County Council (Romania), the small delegation of the Izmail City Council led by the mayor Andrii Abramchenko, has attended the Tulcea County Council with working visit. This visit was realized according to preliminary agreements and directed to development of the action plan for implementation of the partnership Agreement between Izmail and the Tulcea County, signed in Izmail on May 26, 2017.
June 16, 2017, within the working meeting at Tulcea County Council, in the presence of the Romanian colleagues-partners the main infrastructure joint projects which will be submitted according to the Joint Operational Program “Romania-Ukraine 2014-2020” of the European Union, were discussed and established at this stage. The program will start this year until the end of summer. The project implies the transport passenger traffic between Izmail and Tulcea, medicine, emergency situations and human safety. Our strategic partner – the Tulcea County Council assured us of full support of these joint initiatives and cooperation on other potential initiatives.
June 15, 2017, with the assistance of Mr. Horia Teodorescu, the President of Tulcea County Council at Romanian Parliament (The palace of the people) in Bucharest (Romania) a working meeting with deputies of the Romanian Parliament was organized. This meeting concerns the development of mechanisms of financial support of self-government from Ukraine by introducing legislative initiatives for the Ukrainian councils (city/district/regional) which have signed cooperation Agreements with city/county councils from Romania.
Also on June 16, 2017 the meeting with Mr. Daniel Baluta, the mayor of Sector 4 (District 4) of the Bucharest municipality was held in Bucharest. At this meeting the mayor Andrii Abramchenko and Mr. Daniel Baluta made a brief presentation of Izmail/Sector 4 of Bucharest municipality and expressed the interest in establishing of the long-term partner relations between the Izmail City Council and Local Council of Sector 4 of Bucharest. At this stage the draft Agreement on cooperation will be prepared. It is planned to undergo all approvals and to sign the Agreement solemnly on the Izmail Day this year. The Sector 4 of Bucharest municipality has a great experience in the implementation of European projects in different fields of activity.
Annual city sustainable energy Days in the framework of the Covenant of mayors are conceived, like the European sustainable energy week by the European Commission stage, as a peculiar means of “mobilizing” residents, politicians, entrepreneurs, representatives of public organizations, to collectively reflect on the prospects of production and consumption of energy in the city, the region, the country and the world.
The purpose of the Days is, first and foremost, raising awareness of local communities regarding the modern ways of saving and efficient use of energy and greater involvement of renewable energy sources in line with European policy to combat global climate change.
Organization of various events targeting different audiences, will contribute to the mass consciousness belief that sustainable energy technologies, behavior models and management decisions are not only economically advantageous and beneficial to the environment, but also achievable and viable. This is a great opportunity to acquaint the public with the best local, national and foreign practices in this field, to discover new ideas, meet new business acquaintances.
In Izmail, in the future we plan the annual sustainable energy Days, according to the commitment made by the city of Izmail and joined the European initiative Covenant of mayors.

On June 3rd, 2017 the International Symposium “Relevance of organic agriculture development in Romania, Moldova, Ukraine for European and global organic agriculture” was held in Romania and organized by Tulcea branch of Association of Organic Agriculture Operators “Bio-Romania”, the co-organizer of this event was Tulcea County Council (the strategic partner of the Izmail city Council).
The purpose of the Symposium was the promotion of organic agriculture at the cross-border level for promoting and development of organic movement, organic supply and healthy lifestyle in general. The created cluster “Bio-Danubius” in the Tulcea County will have cross-border character and involve operators of organic agriculture of Ukrainian Pridunavye, giving the opportunities to export and process the Ukrainian organic agricultural production in European Union countries.
The Ukrainian delegation on this Symposium was represented by Valentin Stroia, the director of communal organization of the Izmail city Council “Izmail Office of Investments Support” and Alexander Babaian, the director of communal organization of the Izmail city Council “Entrepreneurship Support Fund of Izmail”. The representatives of the Ukrainian delegation have presented the Izmail investment potential in the field of processing of organic agricultural production, transportation, and others.
The Symposium revealed the main issues of organic agriculture development both on world and local levels.
The transition to organic production is rather long process, but it is inevitable, as well as in all progressive world. The representatives of Association of Organic Agriculture Operators “Bio-Romania” told about the experience of conducting organic production in Romania, and about what tools the organization uses to influence on the authorities.
The encouragement of foreign investments into agriculture will promote development of small and medium business, first of all in Izmail as the regional center of Ukrainian Danube region.
The Communal Organization of the Izmail City Council “Izmail Office of Investments Support” has applied to the USAID project “Municipal Energy Reform in Ukraine” (further – the USAID Project) for receiving grants to support demonstration projects for energy efficiency and alternative energy in public buildings.
On May 30, 2017 the Executive Committee of the Izmail City Council received the letter from the USAID Project, with confirmation that Izmail is a winner of a competition with the demonstration project “Modernizations of preschool educational institution “Teremok”. The main activities of the project: installation of solar collectors (the device which uses the Sun`s energy for water heating), installation of individual heating points, windows replacement, modernization of lighting (energy efficient) and the purchase of the new kitchen equipment. The grant amount is 973 441 UAH.
The grant is not in cash. The financing is provided for acquisition of materials and the equipment. Compensation for installation is handled by the local budget. The next step is signing of the grant agreement for project implementation between the USAID Project and the Executive Committee of the Izmail City Council. The period of project implementation is June – November, 2017. We also remind that within the USAID project, the energy audit of preschool educational institution “Teremok” has been developed.

On Friday, May 26, the solemn signing of the cooperation Agreement between Izmail city and the Tulcea County (Romania) took place in the Izmail historical museum of A.V. Suvorov.
The right to sign the document, that is so important for our communities, was given to the mayor of Izmail Andrii Abramchenko and the chairman of Tulcea County Council, Mr. Horia Teodoresku.
The cooperation agreement was unanimously supported by deputies at the morning session of the City Council.
It is symbolic, that the Izmail City Council and Tulcea County Council have approved the text of this important legal document at once during their meetings just a few hours before the signing, on May, 26, 2017. The Ministry of Foreign Affairs of Romania and the Ministry of regional development of Romania provided to the Tulcea County Council all necessary permissions for signing the Agreement in accordance with the Romanian legislation.
This Agreement is intended to become the fundamental document defining the main directions of further bilateral strategic cooperation.
One of the key directions of cooperation between two communities is the development and implementation of joint cross-border projects, and attraction of the international financial aid (grants) to implement the projects.
Ismail and Tulcea County are already actively cooperating in this very important direction. The large-scale infrastructure cross-border project “Clean River” developed by both parties of this Agreement was recently approved by the European Commission. The beginning of the project implementation is planned for the first quarter of 2018.
The joint projects of Izmail and the Tulcea County which will be submitted to the contest of the Joint operational programme “Romania-Ukraine 2014-2020” this, are very perspective. It is possible to distinguish the following directions among them: the organization of passenger traffic between Izmail and Tulcea (improvement of tourist attraction, involvement of investments); the medicine and investments involvement into medical institutions; the introduction of the pilot project according to Romanian SMURD model (mobile service of rescue) in Izmail; security of residence; tourism, culture, sport.
Also, both Izmail and the Tulcea County have submitted joint project applications according to the Joint operational programme “Black Sea Basin 2014-2020”.
The CO of Izmail City Council “Izmail Office of Investments Support” team together with the team of CO of Odesa Regional Council Agency for Cross-Border Cooperation “Lower Danube Euroregion”, as well as the partners from Romania and Moldova have developed a number of projects aimed to improving the cultural, touristic and sport situation in Izmail, which will be submitted within the contest of Joint Operational Cross-border Cooperation Programme “Black Sea Basin 2014-2020”, under the sub-priority of 1.1. “Best cross-border opportunities for business in the field of tourism and culture in the Black Sea Basin 2014-2020”. The deadline of the projects submission is May 31, 2017.
We have already mentioned that all the projects refers to the sphere of culture, tourism and sport, and want to introduce you the concept note of the projects for better understanding of the main points of each of them.
1. “BitAntrep – tourism and culture in the Black sea basin”.
The applicant of the project is the Executive Committee of Izmail City Council. The partners are: the Association of socio-economical development and education, “Danubius” (Tulcea, Romania), the city administration of Tulcea (Romania), the Agency of Sustainable Development and European Integration “Lower Danube” Euroregion” (Izmail, Ukraine), the city administration of Cahul (Cahul, Moldova), and the cultural center of the “Lower Danube” (Galati/Romania).
In the framework of the project there is a proposal to install a small Tourist information centre (a temporary building) in the city centre of Izmail. At this stage the Feasibility Study for determining an approximate value is under development. The procurement of professional (dismountable) stage with the corresponding scenic equipment is also provided. Moreover the development of a local tourist brand is planned. It will be presented at all advertizing tourist materials, logos, forms, badges, banners etc. In this regard in Izmail the competition on development of the brightest and most interesting tourist brand of the city will be organized among young people. Also, it is planned to purchase the passenger travel multivan (up to nine seats including the driver).
In addition, in the framework of the project it will be organized the information campaign regarding the modern interactive learning method and enterprise development – with the creation of “training firms”. It is intended to organize different trainings/courses in the sphere of tourism and culture for students and experts in the field of entrepreneurship, entrepreneurship development in tourism and culture (rendering the consulting help for craftsmen and local tour operators). In order to increase economic competitiveness the organization and conducting of four international folk festivals will be provided. The ensembles of the project partners (Izmail, Cahul, Tulcea, and Galati) will be the participants of the festivals. The festivals are going to be held on the new stages acquired in the framework of the projects. It is also planned to carry out the measures concerning experience exchange among tour operators, and the development of travel portal of the project which will include an inventory of folk groups, craftsmen, local tourism operators and local opportunities/events in the field of tourism and culture.
The project implementation period is 2 years with a total budget (for all partners) is approximately 1 million euro. The budget of the Izmail city Council is about 300 000 euro, the co-financing of which is 8%.
2. “VeloTouring – development of Cycling tourism in the Black Sea Basin”
The applicant of the project is Youth public organization “New European Generation ” (Izmail). The partners are: the Executive Committee of Izmail City Council, the Association for sustainable development of Danube Delta (Tulcea, Romania), the Association of Cross-Border Cooperation “Lower Danube” Euroregion” (Galati, Romania), the regional development Agency Centre (Ialoveni, Moldova), and the Association of Sport Club (Edirne, Turkey). The Investments within this project cover bicycle infrastructure. The Izmail City Council has developed a tourist bicycle route around the territory of the fortress of Izmail, which length is 5 km (4.2 km of which it is necessary to construct, but 0.8 km is already existing covering). It is planned to put the images of exhibits from the collection of MPM “Fortress” on the site with asphalt covering of this bicycle route. It will improve the perception of the tour material. In places of stops the construction of concrete slabs with marble plates is supposed to be installed (the information will be written in two languages – Ukrainian and English). At this stage the Feasibility Study for an object is under development. It also planned to make the guarded bike parking with the station of issuing tickets for bike tour. In addition, the purchase of bicycles for rent and related equipments will be provided. Different joint competitions and competitions in the sphere of a cycling tourism are planned to be organized in the framework of the project. It is also important to develop the joint tourist bicycle route and to implement the software “Smart-city” for identification of all tourist and cultural city objects (with updating and the ability to download the program on gadgets).
The project implementation period is 2 years with a total budget (for all partners) is approximately 1 million euro. The budget of the Izmail city Council is about 250 000 euro, the co-financing of which is 8%.
3. “B2BadVENTURE – Network of the centers of rest in “Lower Danube” Euroregion”
The applicant of the project is the Association of Cross-Border Cooperation “Lower Danube” Euroregion” (Galati, Romania). The partners are: the County Council of Galati (Romania), the Executive Committee of Izmail City Council, the Agency for Sustainable Development and European Integration “Lower Danube” Euroregion” (Izmail, Ukraine), and the Regional Council of Cahul (Moldova).
In the framework of the project it is planned to equip the Swan Lake into a recreational area for residents and tourists. Rehabilitation of the territory of the Swan Lake is expected, namely: a lake clearing, preparation of access roads, establishments of floating pontoons for fishing, and a construction of rental center of pleasure boats. The purchase of boats and equipment to them, the installation of benches, lighting, using alternative energy sources are provided within this project. At this stage the Feasibility Study for an object is under development. Considering the limitation of the grantor for the infrastructure component of all projects it is supposed to realize only a part of investment, in spite of the fact, that the feasibility study development should be complex (it includes the implementation of the project bike trip around the lake). The project of the bike trip around the Swan Lake will be implemented step by step and submitted to other funding programs of the EU (Programme Romania-Ukraine 2014-2020) and others.
The project implementation period is 2 years with a total budget (for all partners) is approximately 1 million euro. The budget of the Izmail city Council is about 200 000 euro, the co-financing of which is 8%.
4. “TraveLDE – Culture, tourism and sports in “Lower Danube” Euroregion”
The applicant of the project is the County Council of Tulcea (Romania). The partners are: the Executive Committee of Izmail City Council, the Association of Cross-Border Cooperation “Lower Danube” Euroregion” (Galati, Romania), Youth public organization “New European Generation” (Izmail), the Association “Mecantourist” (Galati, Romania) and the Regional Council Cantemir (Moldova).
In the framework of the project on the basis of Municipal authority of Sport Club “Izmail” it is suppose to realize investments for holding joint competitions. At this stage the placement in the city for this purpose is identified. The purchase of the corresponding sports equipments is expected. Among them are: boats for kayaking competitions and stock for free-style wrestling. Also the organization of joint sports trainings, cross-border trips, conducting trainings for professional preparation of tour operators and cultural figures ire provided. It is planned to make a cross-border tourist exhibition within “Lower Danube” Euroregion”.
The project implementation period is 2 years with a total budget (for all partners) is approximately 1 million euro. The budget of the Izmail city Council is about 200 000 euro, the co-financing of which is 8%.
All the projects were approved at the meeting of the Executive Committee and at the session of the Izmail City Council, April 28, 2017. Some more projects which are developed by our team will be submitted already on the next session of the Izmail City Council in May, 2017.
The presentation of the 12 energy audits that were developed by the Western regional training center in the framework of USAID project “Municipal energy reform in Ukraine” was held in the conference room of the CO of Izmail City Council “Izmail Office of Investments Support” on April 20, 2017.
Among these 12 energy audits: 7 are developed for budgetary buildings and 5 for housing stock (ABCA). The total investment cost according to calculation is 73,9 million UAH, and for apartment houses – 17,2 million UAH in case of implementation of complex energy efficiency measures. We emphasize that complex thermo-modernization is necessary to achieve high rates of energy efficiency.
What is the next step? In the current year it is planned to carry out the modernization of 5 multi-storey buildings taking into account the conducted audits (due to regional and local budgets). This month the grant programme within the USAID “Municipal energy reform in Ukraine” project started. Projects that will be selected (deadline to 28.04.17) will be able to obtain financing to implement the energy efficient actions and acquisition of materials or the equipment. The maximum grant amount – up to 2,5 mln. UAH, which will be given only in non-monetary form. Izmail city will offer one of the preschool educational institutions for implementation of several energy efficient actions in accordance with energy audits and installation of solar collectors. Soon, we are waiting for the start of grant European programme SUDeP which budget would be 500 – 800 thousand euros. As a representative from our city, the CO of Izmail City Council “Izmail Office of Investments Support” will submit the application for receiving a grant for the municipal policlinic building (6, Klushina St.), for its complex thermo-modernization and installation of technologies of renewable energy, and for one more educational institution from that 12 developed energy audits.
The CO of Izmail City Council “Izmail Office of Investments Support” is directly responsible for the implementation of the SECAP in Izmail and creates conditions for attracting investments in the city, inclusive in the field of energy efficiency and renewable energy sources.
On March 31st, the plenary meeting of the 21st session of the Izmail City Council was conducted under the chairmanship of the mayor Andrii Abramchenko, at which the deputies considered 16 issues on the agenda. First of all, the deputies have paid special attention to the question concerning the approval of the Sustainable Energy and Climate Action Plans of Izmail in the framework of USAID project “Municipal energy reform in Ukraine”.
We remind you, that the Sustainable Energy and Climate Action Plan of Izmail is a strategic document; with more than 70 energy efficiency activities that should reduce CO2 emissions by 30% till 2030, and the costs of fuel and energy resources in Izmail.
On 28th March 2017, in the conference-hall of “Londonskaya” hotel, the project preparation workshop in the framework of the Black Sea Basin ENI CBC Programme 2014-2020 was conducted. The director of Izmail Office of Investments Support – Valentin Stroia, the project manager – Volodymyr Pavel, the director of Entrepreneurship Support Fund of Izmail – Oleksandr Babaian, the director of the Agency for Cross Border Cooperation “Lower Danube Euroregion” – Igor Babaian took part in the workshop. The participants familiarized with the key aspects of project writing, budgeting, partners finding, etc. The electronic monitoring system that simplifies the process of filling the application forms for Lead partners was also presented at the workshop.
After Izmail joined the European initiative “Covenant of Mayors” on April 28, 2016, we received the advantages and obligations. Among the advantages is becoming a city closer to European standards. As for obligations, during the year the Sustainable Energy and Climate Action Plan of Izmail (hereinafter – SECAP) should be developed, and the CO2 emissions by 30% from the base year (2015) to 2030 have to be reduced. At the end of September 2016 with the participation of CO of Izmail city council “Izmail Office of investment support” Izmail city council signed a Memorandum of understanding with the USAID in the framework of the programme “Municipal energy reform in Ukraine”. In the framework of this programme the professionals were determined and involved in the development of SECAP. The All-Ukrainian charitable organization “Institute of local development” became one of them. The SECAP was under creation during the 4 months by partnering with communal enterprises of the city. On March 14, 2017 the presentation of the “Sustainable Energy and Climate Action Plan” was conducted in the small hall of meetings of the Executive Committee of Izmail City Council. The plan was approved by the Advisory Committee. A week later, March 20, the Director of the CO of Izmail City Council “Izmail Office of Investments Support” Valentyn Stroia presented the SECAP at the meeting of the Executive Committee for approval and support at the session of the Izmail city council, which will be held at the end of March this year.
Sustainable Energy and Climate Action Plan provides 76 measures on energy saving and energy efficiency for a total investment of 1 718, 7 million UAH. They concern to the heating sector, water supply and water disposal, transport, street lightning, residential zone and the zone of “Greening”, the zone of “Waste management services” and three projects with the use of alternative and renewable sources of energy. It will give the opportunity to reduce the energy resources by 196,8 thousand MW per year, and CO2 emissions by 70, 1 thousand tons. It is expected that the biggest contribution to reducing CO2 emissions and ensure the implementation of projects to improve energy efficiency in the sectors of public utilities, such as:
Also, the set intermediate goals through the implementation of energy efficiency projects and activities in key municipal sectors already in 2020 will reduce CO2 emissions by 20 284 tons 8.5 % from the base level of 2015. In the result of step-by-step implementation of energy efficiency measures in the infrastructure sectors of the city, it is expected that the total accumulated economic effect from the introduction of SECAP will be 1 695 million UAH up to 2030 (the residents of the city will save about 838 million UAH to 2030). The funding towards energy efficiency of the city provides the usage of the city budget – 41.1% form the total sum of investment, private investments and means of the inhabitants are of 27.8% and 28.7%, respectively, the funds of the municipal enterprises – 2%.
The implementation of SECAP will reduce the consumption of natural gas, electric power, energy intensive material resources in all infrastructure sectors of the city, and improve the ecological situation and the living comfort of residents.
Today, in Odessa started a 5-day training course on “Basic training programmes on energy management in municipal, district and regional administrations in the Odessa region” which is conducted by the Public organization “School of Energy Efficiency” in framework of the project USAID “Municipal Energy Reform Project in Ukraine”. The city of Izmail represent Vyacheslav Kroitoru – energy manager CO “Izmail Office of Investments Support” and Yakimenko Tatyana – master for landscaping CE “Zhytservis”. During these days will be highlighted such topics as “Creating of the energy management system at the municipal level”, “Regulatory framework for the implementation of projects on energy efficiency”, “Renewable energy sources” and others.
On December 6th, 2016 to Izmail came a team of consultants from All-Ukrainian charitable organization “Institute of local development” (Kyiv) in framework of the project USAID “Municipal energy reform in Ukraine” regarding the development of the Sustainable Energy Climate Action Plan (SECAP). The purpose of the visit: to identify the main problems in the city in the context of energy efficiency and recommendations for their solution. At the headquarters of the Communal Organization of Izmail City Council “Izmail Office of Investments Support” was held a working meeting of the members of the Working group which includes the heads of departments and chief engineers/specialists of communal enterprises of Izmail with the experts of All-Ukrainian charitable organization “Institute of local development”: Kuzub A.E., Pogosov O.G., Kolienko V.A., Skochko V.I., Solomaha O.S., Stognushenko O.I., Chernikova O.Y., Grisiuk Y.S. During two days All-Ukrainian charitable organization “Institute of local development” and CO of Izmail City Council “Izmail Office of Investments Support” had collected data for SECAP, namely consumption city fuel and energy resources, the first version is to be drafted by the end of the current year and submit in January 2017 for consideration by the Advisory Committee on the development of the action plan for sustainable energy development of Izmail, and then in February, the project SECAP should be considered at the session of the Izmail city Council for approval.
On November 29th, 2016 Communal Organization of Izmail City Council “Izmail Office of Investments Support” in cooperation with Agency for Cross-Border Cooperation “Lower Danube” Euroregion” and Association for Cross-Border Cooperation “Lower Danube” Euroregion” (Galati, Romania) worked on Project summary of large infrastructure project “Clean river”, which was submitted under the Joint Operational Programme Romania – Ukraine 2014-2020.
In the framework of the project „Municipal energy reform in Ukraine” from USAID „Training for specialists of public utility and city administration on energy planning, energy management and training project proposals concerning clean energy” , a three-day training seminar has begun today. The representatives of public utility of Izmail City Council also attend the seminar. They are working on the development of the SEAP (Sustainable Energy Action Plan). The main issues are discussed:
On November 10th, 2016 at the Izmail city Council was held a constituent meeting, during which the specialists of All-Ukrainian charitable organization “Institute of local development” in framework of the project USAID “Municipal energy reform in Ukraine” presented the main stages of preparation of the SEAP (Sustainable Energy Action Plan). There was also a discussion about the creation of the Advisory Committee, which will include leaders of CE (Communal enterprises) headed by the First Deputy of the mayor Abashev R.A., also the creation of working group. SEAP elaboration is the first task for Izmail, after signing of a Memorandum of understanding in the framework of this project. We remind you that the elaboration of the SEAP, it is a duty which took Izmail after the signing of the European initiative “Covenant of mayors”. This is an important document which will show the real state of our city, and will continue to open the door for investments in the energy field of Izmail.
At the invitation of the President of the Tulcea County Council Mr. Horia Teodorescu, in the period of October 27-28 2016 the Ukrainian delegation composed of 4 persons (head of the Izmail city Council – Andrii Abramchenko, the first Deputy head of the Izmail city Council – Rodion Abashev, Valentin Stroia – the Director of the Communal Organization of Izmail City Council “Izmail Office of Investments Support”, Igor Babaian – Director of the Communal organization of the Odessa regional Council “Agency for Cross-Border Cooperation “Lower Danube ”Euroregion”) visited the city of Tulcea and Bucharest (Romania). The Ukrainian delegation arrived in Tulcea, by boat provided by the Tulcea County Council, was able to verify that this is a very comfortable and fast (45 minute).
October 27, 2016 in Tulcea, was held a working meeting with representatives of Tulcea County Council and Association for Cross-Border Cooperation “Lower Danube” Euroregion” (Galati/Romania) in terms of identifying areas for existing and new joint bilateral project initiatives. First discussed the aspects associated with the joint project “Clean river” (sewerage system of Izmail), a summary of which was submitted by the Executive Committee of Izmail city Council 26.09.2016. Also agreed on the joint action on health investment project, which is located in the reserve list and if it does not receive funding in this category, then submit the project next year.
On new project initiatives which will be submitted to Joint Operational Programme “Romania-Ukraine 2014-2020” was discussed:
A bilateral relation between Izmail and Tulcea has reached a new qualitative level which will ensure the continuity of cooperation for a long period to realize many joint projects important to our citizens.
We want to show to the rest of the cities of Ukraine the results of the strategic and practical cooperation, which will turn the city of Izmail in European city – said Andrii Abramchenko.
28 October 2016 in Bucharest took place the bilateral meeting between the Ukrainian delegation and representatives of the bilateral Romanian-Ukrainian chamber of Commerce and industry. The chamber was represented by President, Mr. Nasti Vladoiu. The parties have confirmed interest in cooperation and strengthening of economic relations, attraction of investments, organization of economic missions, assistance to the Ukrainian producers in the organization of exports to the EU.
Mr. Nasti Vladoiu congratulate the leadership of Izmail for their openness and professionalism and taking into account the positive experience of the city and support of its European partners (primarily the Tulcea County Council) proposed for the city of Izmail three very important initiatives, namely:
After formal correspondence with the bilateral Romanian-Ukrainian chamber of Commerce and industry, the Romanian delegation will arrive in Izmail, for signing the relevant agreements.
At the 12th session meeting of Izmail Local Council, held on August 31, 2016 the question of the accession of Izmail to the Crossborder Association “Euroregion” Lower Danube” was taken with the unanimous decision. The decision will be considered at the next meeting of the General Assembly of the Crossborder Association “Euroregion” Lower Danube”, and allow the city to become a member of the Euroregion with the right to vote. This step will give the opportunity to attract European funds (grants) for Izmail, given the fact that the Odesa Regional Council is presidency of the Crossborder Association “Euroregion” Lower Danube” for the next 2 years.
On August 12th, 2016, the USAID project “Municipal energy reform in Ukraine” has announced the competitive selection of city-partners and/or local communities in our Odessa Region. The project cooperates with the city-partners to improve the efficiency of municipal energy resources usage, through the training of specialists and assistance in Sustainable Energy Action Plan (SEAP) or similar documents that define energy development and reduce greenhouse gas emissions. These plans are based on the energy audits of power systems and systems of public services. In addition, the USAID project supports cities in creating a municipal energy management and provides help in attracting funds to implement the activities, which are identified in the energy plans and SEAP.
The Izmail city with a help of Communal Organization of Izmail City Council “Izmail Office of Investments Support” has applied to participate in the call for proposals. This step is opened up for investment proposals and it is very important for further development of Izmail, as a modern European city with developed infrastructure.
From 23 to 25 of June a seminar took place in the framework of the project “Support for community development from within” that is part of the initiative “Launching Regions” of the Ukrainian Institute for international politics.
The main topics which were discussed at the seminar: features of decentralization, international and national standards of best practice of the city development, EU experience of the decentralization reform, city development strategy, cooperation with the State Regional development Fund and international funds, the project cycle (analysis, drafting, budget, election of the partners, project management).

Association “Energy Efficient Cities of Ukraine” held 10th International Conference “Covenant of Mayors: new horizons and opportunities” on June 13th-14th 2016, in the framework of the European Sustainable Energy Week, which was attended by the Communal Organization of Izmail City Council “Izmail office of investments support”.
At this event were discussed various aspects of energy efficiency and the introduction of advanced international practices in different cities of Ukraine.
Representatives of Izmail city, which already has experience in implementing projects in this field, actively participated in discussions. Attracted considerable interest following topics:
1. The study of the model demonstration projects on energy saving and energy efficiency implemented in other cities of Ukraine: Ivano-Frankivsk, Zhytomyr, Mirgorod.
2. Familiarization with the annual EU program, which funds through the calls projects on a competitive basis for energy saving and energy efficiency for Ukrainian cities.
3. Establish contacts with international donors who can provide concessional loans and grants for energy efficiency projects, namely, NEFCO, USAID, GIZ.
Communal Organization of Izmail City Council “Izmail office of investments support” on behalf of the mayor Abramchenko A.V. will create a working group to develop “Action plan” for sustainable energy development of Izmail, as an obligatory condition for the signing of the “Covenant of Mayors”.
